Early Intervention

Individuals with Disabilities in Education Act (IDEA): The Individuals with Disabilities Education Act (IDEA) is a law that makes available a free appropriate public education to eligible children with disabilities throughout the nation and ensures special education and related services to those children. The IDEA governs how states and public agencies provide early intervention, special education, and related services to eligible infants, toddlers, children, and youth with disabilities. Infants and toddlers, birth through age 2, with disabilities and their families receive early intervention services under IDEA Part C. Children and youth ages three through 21 receive special education and related services under IDEA Part B 619.

This dashboard currently only covers children served in IDEA Part C. Early intervention for children under 24 months old is provided by the Tennessee Early Intervention System (TEIS) of the Department of Intellectual and Developmental Disabilities. We are still exploring data for children covered under IDEA Part B 619 through the Tennessee Department of Eduction–stay tuned!

The major indicator for this measure of success is the percent of children with special needs who receive and improve with early intervention services.

The percentage of children who demonstrate improved early childhood outcomes by the time they exited TEIS in the following areas:

  • Positive social-emotional skills
  • Acquisition and use of knowledge and skills
  • Use of appropriate behaviors to meet their needs

The Bright Start TN regions do not perfectly align with the TEIS regions. Here are some notes on regional alignment:

  • Northeast TN aligns exactly with the First Tennessee Point Region and includes the following counties: Carter, Cocke, Greene, Hancock, Hamblen, Hawkins, Johnson, Sullivan, Unicoi, and Washington.
  • Knoxville/Knox County is a part of the East TN Region and includes the following additional counties: Anderson, Blount, Campbell, Claiborne, Grainger, Jefferson, Loudon, Monroe, Morgan, Roane, Scott, Sevier, and Union.
  • Chattanooga/Hamilton County is a part of the Southeast TN Region and includes the following additional counties: Bledsoe, Bradley, Grundy, McMinn, Marion, Meigs, Polk, Rhea, and Sequatchie.
  • Nashville/Davidson County is part of the Greater Nashville Region and includes the following additional counties: Cheatham, Dickson, Montgomery, Robertson, Wilson)
  • West TN is made up of a compilation of two regions Northwest and Southwest and includes the following additional counties: Benton, Carroll, Chester, Crockett, Fayette, Gibson, Henderson, Henry, Houston, Humphreys, Lauderdale, Obion, Stewart, and Tipton.
  • Memphis/Shelby County aligns exactly with the Memphis Delta Region.

The secondary indicators for this measure of success are the # and % of referrals, eligibility of the referrals, and Individualized Family Service Plans (IFSPs) from the referrals for each county/region.

The TEIS referral process is a funnel.  Children with suspected disabilities are referred for an Individualized Family Service Plan (IFSP).  Some of those children and families are determined to be eligible for services; others are not. The two secondary indicators in this dashboard are the % of total referrals resulting in an IFSP and the % of eligible referrals resulting in an IFSP.

  • Bright Start Counties are represented in blue.
  • Click on the region or county in the map to isolate the data to the specific Bright Start TN region or county respectively.
  • Hover over any county for the raw numbers of referrals, eligible referrals, and resultant IFSPs.
